Display Energy Certificates (DEC’s) are required to be visible in the foyers of 42,000 public buildings in the UK.

Who knew there was a top certificate in creating confusion?  Andrew Warren, blog master of The Association of the Conservation of Energy, has come up with one in relation to the wilful misinterpretation of a new European directive on which there was no consultation on how to implement the directive’s final text.  Rather than implement a useful, practical option widely supported by the private sector, Eric Pickles’ department is instead forcing thousands of companies to comply via the least sensible or effective mechanism available.
